First make a copy of your original image to work with.

Open the copy in Gimp.

Size the copy:
Image -> Scale Image

Clean up the photo:
Tools -> Color Tools -> Levels -> Auto -> Click OK
Filters -> Enhance -> Sharpen -> Click OK

Cartoon it:
Filters -> Artistic -> Cartoon
Adjust the Mask radius and percent black until you ave happy with the preview then Click OK

Newsprint it:
Filters -> Distorts -> Video
Choose 3×3
Click OK
